RE: [pakgrid] ICT R&D Fund in trouble again

 

Every now and then we get shocks from ICT R&D and USF. One has to realize that these funds are primarily contributed from the  PRIVATE ICT SECTOR and has to be managed as a Corporate Entity devoid of any strings attached from the PUBLIC SECTOR. I had previously also proposed, during the last crisis that we should go for a permanent solution and re-structure both these funds under the NATIONAL INNOVATION PROGRAMME.

We may like to merge both the Board Members of ICT R&D and USF into a NATIONAL INNOVATION BOARD (NIB) under a completely AUTONOMOUS STATUS with its Chairman/CEO drawn from the Industry/Academia to address new initiatives of innovation in the urban and rural areas respectively. Until we do this, we would be under the thumb of the half educated crooks wearing the garb of bureaucrats and pleasing their political gurus for a few crumbs.

So lets roll our sleeves and  go for permanent solutions instead of reacting to emergencies every now and then.  I firmly believe that these two funds if properly utilized under professional management can bring Innovation Revolution both in the urban as well as rural areas of Pakistan. It is very alaraming news to know about the resignation of Dr Aun from ICT R&D. I must say, ICT R&D has been playing very positive role. I was very impressed when I found this organization reaching to the fathests corners to provide funding. Recently, they encouraged final year projects by provding financial supports. ICT R&D has money and has very clean and sincere intention. We people from academia and research must support ICT R&D and try our best for the continution of this fund. We need it for the prosperarty  of Pakistan.

CEO of ICT R&D Fund, Dr. Aun Abbas, would be leaving the troubled organization within a week time. CFO of the Fund has also resigned. The Secretary of the Ministry of IT (MOIT), Mr. Farooq Awan, is showing his muscles and trying to prove his loyalty with the Prime Minister who has appointed him as Additional Secretary Incharge in Grade 21 while ignoring many senior Grade 22 officers.

The Secretary has already suspended one independent Director from the Board of ICT R&D Fund and trying hard to clip the powers of others.

The Secretary has also appointed an interim CEO and CFO of the ICT R&D Fund without taking the approval of the Board of Directors of Fund.

The Secretary, famous for issuing show cause notices, have issued numerous notices to all senior professional officers of the MOIT including CEOs of ICT R&D Fund and USF and other senior officers of Ministry. He has suspended Chairman National Telecommunication Corporation (NTC) for not following his political agenda. He has also suspended some senior managers of USF who were against making payment of Rs. 120 million to an advertisement company without following public procurement rules.

It seems that he is desirous of forcing all competent and honest professionals resign from their posts so that he could fill up the posts with his blue eyed and hand-picked corrupt officials.

The community is requested to raise its voice to save the ICT R&D Fund from the hands of a corrupt bureaucrat.
