In my humble engineering opinion, running a locomotive solely on hydrogen, generated through hydrolysis of water without any other source of energy, is not possible as it will defy the laws of Physics. When hydrogen and oxygen combines to form water, it generates energy. In order to do reverse of it i.e. generate Hydrogen by breaking the oxygen-hydrogen bond in water molecules, an equal amount of energy plus some additional to compensate for the friction and other losses will be required.
However, a hydrogen-powered engine for cars is quiet possible if another source of energy (for e.g. gasoline, CNG or an electrical battery) is used to run a hydrolysis unit that generates hydrogen from water and then use the generated hydrogen to run an engine (of a car, boat etc)
This mechanism is used in submarines for years. And the submarines use the alternate conventional fuel (or nuclear fuel for nuclear powered submarines) to do the hydrolysis of water and then use hydrogen as fuel and oxygen for other purposes.
So, in the current scenario, the engineer who is claiming this hydrogen-powered car has to disclose what is that alternate source of energy he is using to generate hydrogen ? Without knowing that, there is little reason I find, to jump and celebrate.
Most probably he is using an electrical battery to run the hydrolysis unit. So the next question is how frequently that battery needs to be charged and how much does it cost in Pakistan ?
By the way electricity is not cheap in Pakistan either. We moved from gasoline (petrol) powered cars to CNG, because it was cheaper.
We can very well, move from petrol or CNG powered cars to hydrogen powered ones. However, it must make an economic sense.
Brazil is already running 80+% of its cars using Bio fuel. Why ? Because corn is cheap in Brazil and Bio fuel is thus cheaper than fossil fuel.
In US, the hybrid vehicles (electricity+fossil fuel) is making more economic sense
In Pakistan, a hybrid electric+hydrogen powered car may make an economic sense. Why not ? However, the engineer who is claiming to design this, has to disclose the complete picture to the public and prove that the idea makes an economic sense.

Splitting the hydrogen-oxygen bonding in water to produce hydrogen (which is highly combustible) is scientifically possible but breaking such a bonding in molecules of water itself needs energy and an engineering process to do so.
I am curious to know the details. Anyone expert in this field ?
