I will be returning to the U.S. for OAJ and saiem's graduation on 26th April and may stay there for two weeks and return to Pakistan.

Dear All:
                I amenclosing a document which is or should be of fundamental interest to anybodyassociated with education and particularly with higher education in Pakistan. Many peopleincluding myself have pointed out and talked about the flaws or weaknesses inour educational system and lack of competitiveness of Pakistani students in highereducation market but little or no practical efforts have been made to correctthese flaws. The previous HEC director, Dr. Atta ur Rehman and I had agreed ona plan to address this issue on the proposed lines attached below, and he was willing to createa HEC based project to address this issue. One of the purposes of my spendingthe sabbatical leave in Pakistan has been to address this issue and takeinitiatives to develop and implement a comprehensive plan in this respect.  I had sent the plan to the current HEC administrationon my arrival but apparently they are occupied with other important matters andwould not take any concrete step in this direction, so I need your help tocreate more concern and awareness in this respect. In my view, it a very important step towards correcting the longstanding weakness in our education system. It would improve the competency ofour students in the national and international markets and would significantlyenhance their chances of getting free higher education(Ph. D level) in the USA. Since it can be done with a minimal cost toPakistan, we should develop a long standing policy to get our students educatedin the U.S. institutions at no cost to Pakistan.
                I wouldneed local educators who are willing to be active partners to further developthe plan and to submit a project to HEC for funding.  I would appreciate all positive or criticalcomments from you on my proposal and a quick feedback will be appreciated.
 Since I have limited access to the e-mails ofeducational institutions in Pakistan, please forward it to all concerned inyour institution or to other educators who may be concerned.
