Imo, the survey considers two disparate universes: the countries either highly technological or the ones highly populated.
But unfortunately they have been badly mixed together here.
With all due respect, such poor factors aren't meant to guage rapid developments. The greedy bureaucracy and the politicians are engaged in such pay-to-play ventures and invite technological infrastructures from developed countries to developing countries (the term I hate the most) for several 'generally known' reasons.
Anyway, I do not oppose spreading Internet but only contending to take it as granted.
