Dear Mansoor sahib,
                                 The main tasks of the Parliamentarians is to create "POLICIES" that is conducive for National Development.  Similarly University's job is to create workforce that meets these policies. IF institutions don't want to do their job or refuse to function for what they are given mandate over then this slide into 4th World will continue until we arrive there. (Note the circular debt we are in. The American Super Power almost collapsed within because of the financial situation and not military. Do our esteemed Parliamentarians have any clue where they are heading?)

On the Side Note:
Even the creation of Incubation Center and Commercialization effort by University is doomed for failure from the start since you are seeing commercial product development within the framework/policy/statutes of the University and this can't be as divergent from Corporations. For example University want students to graduate as quickly with MS degrees and we even impose time-limit. While in Corporations we keep good worker and want them to see leave under two circumstances - they pass away or they retire - and there is no third. This mindset has no chance for convergent. In addition Corporations can on their own on a whim increase salary/bonus/packages arbitrarily for candidates who meet their need for the day and lay-off when there is no need of such talent. 
If you cannot adapt then be prepared for failure and this is where we are heading today in Pakistan.

It is for these and many other reasons that ICTR&D needs to maintain its autonomy Mr. Secretary IT and non other. It is not a matter of who controlling what and who's signature is required to do what. We need to have this autonomy for ICT and USF to determine the best path forward. If not then lets entertain ourselves slide  toward the abyss from where thiere will be no recovery such as circular debt similar to countries such as Somalia, Ethiopia ..... 4th World. 
Where does University has time to do commercialization and create two set of rules (Academic and Corporations). I have seen people "say" this can be done but these are the same people who has failed in their own field.

What nonsense. Which companies are run by the Parliamentary Committees any where in the world. If this is true, then it must be included in the Guinea's Book of Records. Anyway, what is the role of the Board members of the ICT R&D Fund and USF if funds disbursements are to be handled by the Parliamentary Committees. If I were the board member I would just resign and walk out if the powers to be are to be exercised by somebody else and the flakes are to fly towards the poor board members. There is something drastically wrong in this state of Denmark. We, the volunteers have to re-visit the policy/rules/regulations of both these funds to make them rationally in line with the Corporate Sector as they are the main con tributaries. God may have mercy on us.

Hold on, there. If I followed the thread correctly, the contention that people have is that the ICT R&D Fund's budget comes from private sector ICT companies. The senate committee might have the right to shut down the ICTRDF from next year, but it shouldn't have claim on usurping it's funds, should it? 
Wouldn't this be more like the following? XYZ Pvt. Ltd. operates some clinics on charity basis by allocating some funds out of their revenue stream to this cause. The Committee comes up and says shut those down and hand over the money. That doesn't seem to make any sense at all.
By the way, no offense, but your point number 1 seems to suggest that it's our fault that this is happening, because we chose these representative and now they can do as they find fit.

1) It is to clarify that funding is released on the recommendations of the senate committee headed by Mr. Raza Rabbani with other elected parliamentarians. All are elected by the People of Pakistan not the Secretary of IT or whatsoever. So, Secretary cannot appoint any CEO or any other officer of 17 and above..

4) Secretary has not suspended Chairman National Telecommunication Corporation (NTC). Secretary don't have any political agenda. Suspension orders are released from PM Secretariat. He has also not suspended any senior managers of USF who were against making payment of Rs. 120 million to an advertisement company without following public procurement rules.(This is just blame too).

Please stop making single man trial, blames or shits like that...Why dont you go to Supreme Court with PROOFS to release the Funds by the secretary, Selection or suspension of chairman or any other by the secretary ???
