I would suggest you to spend some time here

Complete each section and then implement the practical exercises. Programming is done in Octave. Every thing is explained so nicely that you will find the urge to dig into this area. This takes a practical approach towards machine learning and less theoretical.
Once you are done with this, here is a class room version from the same professor NJ Andrew teaching machine learning, but more theoretical and mathematical.
