Lack of oversight from civilian, courts and legislature. 

If today, I find out that my data [healthcare, financial, 'wo walee sites'] is breached, I have plenty of venues to sue the heck out of the corporate/government. When it is breached [happened few times], concerned quickly called me to rectify the situation. 

If you permit, may I compare this to Pakistan. 
Great Dr. Rehman and/or General Islam will ensure that we hear "this is due to foreign hand".

So lets be methodical about this.
1) Bar is on government to ensure Freedom of Speech is not squelched using what I call yabrian [porn will shake the foundations of our morals or reading Mein Kampf will make us commies].
2) If we do have to monitor to keep an eye on anti-state [another bunny hole] activities, then lets work with likes of Wahaj Sb to come up with a robust civilian oversight and Senatorial oversight.

Remember, even during Zia's reign every type of information was readily available. We all end up very well. So before you want Dr. Awan to look at your data, think 1000000s times. Once they have power, it is difficult [read: impossible] to take it back.

I do need to get some Jew Lawyers from DC to start a practice in Pakistan. Then we can sue all the flag bearer of thought control. Let go man...let go the centralized control. This is NOT the problem in Pakistan. Our problems are all due to state sponsored control of everything.
