Canada is best country for study as well as taking PR. But there are severe problems of getting visa for pakistani students.
Canadian embassy deny visa due to many objections. i . e relationship ties, kind of degree.

4. Can i get a telecom job after completing M.E. in Auckland university if i am not recruited in campus interview itself?
5. Can i get PR easiliy after completing study?
6. How much i can earn from doing part time jobs in Auckland/Other parts of NZ?
7. Do you know any other countries offering a good chence for telecom engineer to get PR and settle down with family after completing study?

Well first try for Canada and if rejected then goto UK.UK have strong higher GBP exchange rate therefore making more money in short time is easier.

Its really important to decide and target yourself. Since Canada is a welfare country the welfare benefits of Canada are far more higher and comprehensive then any Pakistani professional Manager or Director position.Once you have Canadian passport you will get $3000 per month just for doing nothing whereas inside Pakistan $3000 per month salary is really hard to earn.

i recommend you to work in huawei Pakistanmore and try to get experience on upcoming 3G projects on mobile wireless RAN or Core side. With you current experience on legacy switches i don't think so you will get a chance abroad.

You guys are talking about fustration ? I've completed my graduation in 2004, then I was looking for job till 2006, but I never lose hope, and Luckly I went to UK for Master in telecom , Then I came back for personal reason in 2008 and still looking for job with out reference, and suddenly I'm blessed by Allah, and got Job in telecom in 2009,
so after Five years I've started my professional career.
There was a time when I've the same feelings like you guys . . . but never lose faith in Allah, There is time for everytihng.
Keep praying and dont waste your time . . . . . have certifications in which you are intrested ( Dotnet, LINUX, SQL, Networking, Microsoft, PMP . . . . etc )
all those certification are utilizing in telecom sector, infact in every sector , when there is a time and oppurtunity knock your door and yo have just a master or BSC degree . . . thts the time to blame yourself.
You guys are young and fresh, staying home just for one year or 2 doest not matter , what matter is ? what you have acheived.
Dont waste you time complaining about SYSTEM.
Dont take it personally and sorry If someone got hurt.

You all guys are 1000% right.. I have completed my Telecom Engineering in December 2011 with 3.7CGPA but I am still unemployed due to the main reason that I dont have reference and also dont have experience. Very much frustrated now... Thinking that it was better to do BSC and then MSC so that at least I can teach somewhere.
