I fully endorse the views of Dr. nasrullah ,however, we should also look at the other side of the picture/story as well.

 

Can Dr. Suhail Naqvi deny that "all innoscent HEC" does not has bribary rate of 50 lac to approve a new university? This practice was in full swing throughout in his tenure.

 

I can write a two hundred page book on corruption and mismanagement of resources particularly funding to universities, PERN , digital library and so on. Keeping a national organization independent and performing is one good thing while  it eqMAKIGually available for the accountability is something which is seldom practiced in our country.

Dear Readers

Establishment division in collaboration with Prime Minister's Secretariat has authorized a bureaucrat Major (R) Qamar Zaman, Secretary Education and Trainings Division, to take additional charge of the post of Executive Director (ED) HEC (http://www.thenews.com.pk/Todays-News-6-145703-HEC-objects-to-fresh-posting. This order not only undermines the HEC freedom to appoint its officers at its own but also is an attempt to subjugate to devolve it.  HEC notified ED post a few months ago but later decided to let Prof Sohail Naqvi continue due to his outstanding contributions.  Academia appreciated HEC's decision to let Prof Dr Sohail Naqvi continue as ED for his corruption free services. ED post in HEC requires a PhD degree in science or engineering in addition to a long academic experience which any bureaucrat cannot have whatsoever. 

Bureaucrats are generally donkeys of all trades and master of none but this post requires qualified Doctors (PhD) not donkeys. Chairman HEC is requested to exercise his own powers by declining to illegal order.  If we keep silence then tsunami of the bureaucratic corruption cancer will override the higher education system in Pakistan. Pakistan is continuously descending deep down into chaos due to bad governance and decisions. This is time to rise and stand to wrong decisions promoting the twilight into utter darkness.  Government and bureaucracy tried to devolve HEC in last years but SC ordered HEC to keep operating under laws before amendment (http://dawn.com/2011/04/12/sc-orders-hec-to-keep-operating-until-amendment-in-law/), déjà vu, any attempt to appoint any bureaucrat as ED in HEC is violation of SC orders.

At the first look this decision appears seems based on bad intentions.  Establishment Division is misguiding Prime Minister on HEC authority (See HEC Act, Section II) to appoint PM Scale officers. HEC decision to protest against this order (http://www.thenews.com.pk/Todays-News-6-145703-HEC-objects-to-fresh-posting) was hailed by academia and civil society of Pakistan. Bureaucratic eyes are stuck on billions of rupees which HEC is honestly administering on higher education and scholarships.  Previous two decades history shows appointment of retired military generals and bureaucrats as Chief Executives in WAPDA, PIA, Railway and Steel Mill has led to destruction of those institutions and same would be the end of this decision.  It is time to protest against deployment of corruption seed in HEC to protect future of academia, universities and poor parents.

HEC deals with over 100,000 students, staff and employees. Local as well as worldwide institutions and countries trust HEC not incumbents and bureaucracy. PM must reconsider his permission and hang the bureaucrat who tried to create conflict among academia and government. Media and civil society has already deplored this decision. Legal distribution of public property among bureaucrats is injustice to common citizens of Pakistan that that still continues.  It is time to stop immoral distribution of public land among bureaucrats which they have legalized themselves for their own benefit. It is in best interest of Pakistan to restrain bureaucracy down to its own job by ending all of their facilities. If they have no chance of corruption in their empire then they will not like to increase their responsibilities. We do not hate Major Qamar Zaman but want him to help continue HEC functioning by keeping himself away from HEC.
