Have tried both the short cut and web set up method using registration/installer. Would bad cable or connectors cause this? or what?

Why are you running the Cross pol test? Set the polarization close as you can, get your signal strength maximized then reboot the modem. Unless you are way off on the cross pol you should be online. Do you use DSSatTool to tell the modem where you are? A bad cable can cause all sorts of problems and it is easy to check if you have a spare piece of coax.

Or swap the transmit and receive cables, end to end, from dish to modem, and
if the symptom doesn't change, it isn't the cables.
A bad transmitter can also cause cross-pol to fail.
Roger is right, don't run cross-pol if you can avoid it.
If you have run it and failed, however, you're stuck: you must now pass an
ACP to get back online. If it just doesn't run, however, you should be able
to just run DSSatTool and possibly Force Range.
