Commissioning new (to me) HN7000S Modem

New tri-pod system to me. Purchase a HN7000s on ebay.
To check out modem without a Hughes account.
I Follow instructions received here;
New configuration file uploaded:
Use DSLookUpAngle, Location, N 33.448, W 111.483
Direction to point = Azimuth 178.8, Elevation 50.7, Skew +8.3
Setup Tri-pod with the above information.
Instructions: web site location.
http://www.mobileinternetsatellite.com/HughesNetUserGuide/Chapter2/Chapter2-Commission-Redeploy.html
Registration/Setup (Hughes modem)
Perform Installer setup manual.
Selected - Satellite Sat Mex 5 (this one was recommended)
Goto aiming (pointing) using modem and PC-OPI.
Signal 63. Tweak all 3, Changing the skew +- 4 degrees =+- 10 points.
Once receiver locked on, closed and the transmit light came on. Went to (192.168.0.1) and the status says Receiver and Transmit ok. Repeated the installer setup, this time after receiver lock, proceeded to automatic Cross-Pol. Receive ACP Test Error. Went to manual try many times, no luck.
Restarted from scratch, same results. Repeated the setup again, before I did the Cross-Pol, I repeated and looked at the status (192.168.0.1). Both Rec and Transmit status ok and lights were on. When I did the Cross-Pol the transmit light went out, I went and looked at the status and error code 18 was on the transmit saying awaiting for a reply.

Any suggestion? I also saw a menu for past history, open that and read
"vsat service suspended due to billing lock at fri oct 09. I do not think this would prevent the cross-pol. Any suggestion please

Point to another satellite until you find a work cross-pol server and do the
registration there.

The best rules are (in my opinion):

Make sure your pole is plumb.

Set the skew to the calculated amount.

Leave the skew there, period, adjust signal only with azimuth and elevation.

Do NOT run cross-pol.

The last one may not be possible if you are commissioning, but after that don't ever cross-pol again. Don't even use Registration, just DSSatTool to set location, and PC-OPI or antenna pointing to set signal.

If this is a new (to anyone) modem you are going to be required to pass ACP.
