ImageMagick ( http://www.imagemagick.org/script/index.php ) is the way to go. Excellent functionality and a very lenient licensing scheme.

We are looking for a technique to programmatically convert a raster format image such as PNG, JPEG etc to vector format image such as SVG, EPS, etc. Ideally we want to resize image in Adobe Illustrator without losing quality, hence the reason behind vector format as opposed to raster. Our source language is C#.NET and any algorithm or open source API/3rd party library in this regard will be helpful.Any help will be highly apperciated.
