Ok first off I called Hughes Pre-Install Dept. The modem (HN7000S) is good and not linked to any account. So it is cleared to be used on a new account. Which I will setup only after everything is working
So, what I am trying to do is verify the system is good.
I repeated the setup for SatMex 5 again, switch transponders signal level 70. When to the Home Page look at status, rec signal says lock and the transmit light was on. Went back and perform a Automatic Cross-Pol still get error ACP, then a manual Cross-Pol there is no level reading out on the PC-OPI software or in the modem box, just "repeating test, waiting for reply". To me this indicates it is not transmitting (Maybe).
Still no luck.
Suggestion is a different satellite - please suggest one that I understand. And I will repeat everything including plum.
As for this modem, I believe I still need to perform a registration/installed option using the manual method. Any suggestion would be appreciated.

I agree that one likely cause of that error is that you aren't transmitting.
That could indicate a bad radio, cable or even the modem, for that matter.
About the only way to localize it is through parts swapping. Without a spare
radio and modem, you can at least roll the cables so that all cabling from
the receive side that you know is good gets rolled over for use on the
transmit side.
Another cause can be the transponder or something connected to it is having
a problem in which case you can try a different satellite and/or transponder
as some work better than others and some don't work at all.

Update, I went and perform a Force-Ranging. This check was good. Then I repeated the Cross-Pol passed with a 70. From there i quit since this shows everything was working, and without an account I could not go any further, Correct? Suggestion ?

You're correct. Now it's time to get an account from Hughesnet and start
surfing.

Thank you Terry and everyone else. One last question (at least for now). Plan is to setup and use while full timing (very soon). Travel plan is mostly in the lower 48 and travel once in a while in Mexico but no lower then Mazatlan.
Satellite recommendation? The pre-install says i can just about pick my own.

I'd go with SatMex 6. It will serve you from southern WA state to the
Guatemala border. Pretty much the same footprint as SatMex5, but it is a
newer satellite.
You will probably get some other suggestions here and I would recommend
asking the same question on Datastormusers.com.
