Quebec Immigration is a provincial nomination, where immigrant must commit to live/stay into Quebec for at least 2-3 years.
Skilled Worker is a fedral program where the migrants can live anywhere in Canada.
Provincial nominationn applications are processed faster then normal fedral skilled worker program.
Such state nomination category also exists in Australian immigration.
