I have been out of the Ministry for a while so don't have the exact background but I know that NTISB (National Telecommunication Information Security Board) under the Cabinet Division always had the mandate that any encryption devices used would be reported to them. Traditionally this focused on hardware devices. While I was in the Ministry the discussion to include software encryption came up from time to time. However, the fact that even off-the-shelf software like MS Exchange uses encryption (in their Key Management Server) it was difficult to extend the same level of control on software encryption. I presume this is the same policy and some classes of software are being included. If you read the press report carefully it is about "reporting" the use of encryption not the banning.
Maybe some of my ex-colleagues in the Ministry would shed more light.
