I think the Intelligence Agency and the Military as well as respected academic institution look at this matter very seriously. This maybe used by anti-Pakistan element walking in our midst to turn public opinion against Army, ISI etc etc. Censorship of objectionable material aside this can be misused by beloved politicians - whoever is in power - to censor unbiased news and block news that may shed negative light on them. Damaging the "democratic" process.
Moreover, it is not ICT R&D funds function to embark on censorship.
There are other ways to censor objectionable material, such as empowering parents/internet cafe with software that they can install on their laptops or TV.
