Last year, we built couple of panels ourselves in NED University following the instructions in the DIY panel building video

The panels are not commercial grade but nevertheless useful and cost less than Rs. 150/watt (only material). We had to import solar cells and bus wires. Solar glass is also not available in Karachi but we decided to use Acrylic instead. Older generation solar cells are quite cheap in US (less than Rs. 50 a piece giving 1.5 watts) but you need somebody to handle the buying and shipping. Same cells in local market cost much more and we could only find one local vendor for the solar cell and bus wires. Each panel in the attached figure outputs almost 50 watts and our material cost was approximately Rs. 6000/- per panel.
Another interesting find was the attached paper by Dr. Komp. He visited Karachi few years ago and conducted workshops on building PV panels. He suggested the use of standard tempered glass instead of solar glass and EVA lamination. EVA lamination material is also not available locally and it needs proper heating and simultaneous air-suction. We did some unsuccessful trials with kitchen ovens. The main inhibitor for us was the glass cost. Tempered glass is over Rs. 150/- per sq. ft which is too much.

At home if you have the required equipment and some basic knowledge, you can make a cell in working condition but the equipment it self and the assembling process is a little bit difficult. I have read this book in chunks and another DIY book and video, the process seems to be easy but the dealers, arranging solar cells get the most out of you.
