I agree there is no generation of energy in this process. According to fundamental laws of thermodynamics, no machine can be constructed with 100% efficiency. Therefore, electric energy used to break water will always be more than the energy contained in the hydrogen fuel generated unless there is (E=m x C x C) conversion which I think is not the case. So overall its the loss of energy in heat dissipation etc. Stanley Meyer did this experiment when Saudi Arabia put an oil embargo on US in an effort to provide an alternative source of energy. There is no doubt in saying that this is basically an energy sink and not an energy source system.

According to the currently accepted laws of physics, there is no way to extract chemical energy from water alone.
