I would recommend to start the program without any delay and do not wait to first write entire text in Urdu. You may allow the first batch of students to use books in English and may allow them to submit their assignments and tests in Urdu. Some of these graduating students may help you translate other texts as well. Once enough books are translated, you may start a new batch using Urdu text books.
