Are you able to go all the way through Registration - Installer or do you
get blocked at some point.
If on a different modem from your usual one, go until you are prompted for
SAN and PIN. Enter your SAN (DSS number available at 192.168.0.1 Status
page) and PIN (last 4 digits of your telephone number on the account) and
continue.
If you can make it to the Restart at the end, with the new config file, you
might go online!

Don, the first two didn't work and I went to your third method...all this
after updating the cfg file. Again, I am on D16 990.
The method I followed was using the DSat Installer tool where I selected a
lat-long up in Massachusetts...I'm in Dallas. I ran ACP but in it never
registered a failure... it just kept pumping away. I let it go for a half
and it was still trying to process. Was my method valid?
I then reused DSat to get me back to my actual and present location here in
the Dallas area and DSat updated and rebooted the modem. It still has not
transmit light.
Am I correct that to proceed with syncing up with the Hughes servers the
transmit light must be on? Am I correct the syncing up cannot proceed
without some kind of Cross Pol results that pass certain parameters?

There are actually 3 cross-pol tests. Besides the manual and automatic there
is also one that actually is automatic, meaning it runs on its own. It will
run whenever the modem detects
that it has been moved. It has a lower passing grade than the others, and is
also on a more reliable (but not completely reliable) server.
Now, how do you get that automatic to run? Start by putting in phony
lat/long that puts you on the completely opposite side of the country. Try
to run ACP, which will certainly fail. Now tell the modem your correct
location, and simply wait for a few minutes. Power-cycle if necessary.

The system light will not come on until everything else is perfect.

When rebooting the modem the transmit led comes on for about a minute then
goes out. For the next minute it flickers. After that it remains out. This
happens on every combination of hardware I have tried i.e., two different
modems, three different arms, multiple power supplies, new cable, and two
dish antennas with their own arms.
I have to be doing something wrong...!!! I will make new attempts tomorrow.
I do think my original arm is marginal or bad. After days of below 40 SS
(red) it came up to 68 today and stayed that way most all afternoon. Then
around 4 PM it went back to zero all on its own. Fortunately I have others
that Duane gave me.
I'm going to try your other procedures for cross polls again tomorrow.
