Dear All:
I would be delivering an information seminar on Doing a Fully-Funded PhD in Public Policy at The RAND Corporation hosted by the Centre for Advanced Studies in Engineering (C@SE) in Islamabad on November 19th, 6-8pm at Professional Development Centre at C@SE (Announcement is attached).
This is part of a series of information sessions I am delivering across the country next week that are officially endorsed by the Frederick S. Pardee RAND Graduate School of Public Policy at the RAND Corporation in Santa Monica, CA of which I have the honour of being the first Pakistani Alum. I have been doing these seminars off and on for a few years in early-2000s while I was a PhD student at RAND including at AKU, LUMS, and NUST and have recently started again.
If you are, or know someone, who might be interested in pursuing a PhD in Public Policy at the world's leading PhD Programme in that area, please do plan to attend.
Established by the USAF in 1949, The RAND Corporation (www.rand.org) has been at the forefront of momentous policy debates since the Second World War. RANDiites have been at the forefront of debate on the Internet, Space Flight, US Nuclear Doctrine, Missile Defense Policy, Network Centric Warfare, Revolution in Military Affairs, Evidence-based Medicine, Welfare Reform, and the Art and Science of Public Policy and much more. SO CAN YOU!
The intended audience for the programme is:
- Civil Servants (BPS 17 and above), Public Sector Managers, and Officers of Defense forces
- Full Time Masters students in Sciences, Engineering, Law, Health, Economics, and Social Sciences
- Faculty and researchers in each of the above disciplines seeking to extend their formal education
- Entrants, Middle Level, and Senior Managers and Researchers in NGOs and Development Agencies
- Corporate managers and analysts dealing with economics, public policy, and government relations
There is no restriction on age or your prior discipline. All you need to have is the desire to receive formal training in public policy analysis and the passion to change the world.

Speaker's Biography: Dr. Athar Osama
Dr. Athar Osama is one of the Pakistan's first and leading Public Policy Consultant, Researcher, and Advisor. He was the first Pakistani to be admitted at and graduate from the prestigious RAND Graduate School for Public Policy at Santa Monica, CA and spent 6 years (1999-2005) working at RAND Corporation – the world's premier and 'original' defense and policy think tank. He is the Founder and Managing Partner of Technomics International Ltd – a UK based specialist science and innovation policy advisory, research, and implementation firm. He is also the Founder of Research Network, Pakistan Innovation Foundation, and Muslim-Science.Com. Prior to this, Dr. Athar Osama was the Director of Middle East and Asia for ANGLE plc. – a UK-based technology commercialisation and venture capital firm. At RAND Corporation, his work focussed on defense innovation and he was part of the team that helped create the US Army Venture Capital Fund. In 2005, Athar authored the first National Study of Pakistan's Software Industry and has since written numerous studies leading to greater awareness of evidence-based policy-making in the IT sector in Pakistan. In 2009, He was also the lead author of an article on Higher Education Reform in the prestigious journal, Nature. Recently, he has been a Consultant to The Royal Society (UK) where he was the Lead Author for the Pakistan Country Study of the Atlas of Islamic World Science and Innovation (AIWSI) Project. He recently won the World Technology Network (WTN) Award for his "Visionary Contributions" to Science Policy in the Islamic World and was elected Fellow of the NY-based World Technology Network (WTN).

The PRGS application deadlines are in mid-January 2013 so I am hoping this will benefit the most prepared students most who already plan and have made arrangements to be studying abroad next year. Hopefully the information session will answer several questions that will help you meet the admissions requirements better.
Those admitted to the programme (about 20-25 Fellows each year) receive a fully-funded fellowship at RAND. Please do visit PRGS website (http://www.prgs.edu) to create a basic familiarity with the programme, look at admissions requirements, and fill out the pre-application form, if possible.
