If this is of any value, I'm currently on 117 - 1050 and my signal
strength/quality/whatever is 59. I'm using a Hughes Fiberglas dish on a
tripod with an HN7000S in Casa Grande, AZ.

Yes they do agree with each other. As for it the sig quality being low, it has not made any difference. I have been to Iowa, Arizona, Nevada, Arkansas, I am now close to New Orleans. So far the problem has existed everywhere I have been. The signal has been higher in other places I have been, but the problem is the same. It still takes 5 min to over an hour to lock on no mater where I have been. I do not have this tool you mentioned and am not sure where to get it.

You can get Don's program (tool) by free download from his website, www.datastormusers.com. Look in the Articles secion, Free Downloads. DSAdmin will compares the modem settings to your controller settings, and if any mismatch, will let you know. It also gives you the ability to change AZ, EL, or SK from within the program, and links to your controller if necessary. Been using it for years.
