College of electrical and mechanical engineering has a great lab for ground surveillance radar. It is a large scale project with great results and moving towards product launches. I suggest you check that group out.

School of microwave and millimeter wave at NUST is another great place to explore.

RWR is a great defence contractor organization with several industrial products and great research and development teams.

CARE is another institue in islamabad worth exploring. They have great projects like software defined radio.

NESCOM/NDC/AWC are tbe defence organization with great perks and good projects as well. They have good resources as well. Cons are that research is not publishable.

I dont think so career in R & D is even available in other fields...in pakistan however try Suparco........................................ other than R&D Microwave Engineer is required at Mobile Companies, Subcons etc Or VSAT Engineer is currently the job available at Supernet.
