It is not the money that is important for development of energy. It is the human capital, systems, and environment that is conducive for people to work and bring money to Pakistan.
I know of at least 40 engineers with extensive experience in energy sector who have worked in responsible positions in business development, construction, design, operation, startup of energy related projects in USA. These persons are in late 50s and 60s who will be willing to work if some kind of infrastructure is created to get them in a team. These persons are not bureacrats who have never seen or worked in a real plant or designed one and control the energy sector of pakistan.
