Usually, softwares don't contain simulation models of all available ICs but for frequently used ICs.

I think, Proteus doesn't include any radio transceiver ICs. ATMega32 and MAX232 ICs are available in Proteus library. To find any IC, go to Library -> Pick Device/Symbol and then search for the desired component (write MAX232 for instance) or go to Components icon in the extreme left toolbar, then click on P in the adjacent toolbar and then search the component.

If you don't intend to use Proteus for simulation purposes and just for schematic purposes, you can make your own package of any desired shape and form for any component but it would not contain any simulation model.
