PTCL is advertising their own branded tablet these days as well as application store on it. I don't know how much of hardware and software platform are their own efforts and how much are as usual purchased from other countries. My experience in Pakistan is that the slogans are big but the pillars on which the slogans are standing tend to me pretty weak ...

Such projects can be undertaken easily in Pakistan, given the chip design expertise available locally. When I conducted FPGA design workshop in Rawalpindi several years ago, I found some people very well grounded in chip design. I also visited a few private companies in Islamabad who were designing PCB's for some of their projects.
