Asalam alaikum,
I am glad to see that there are people who think on the lines of arranging stuff for Pakistan and giving back to our homeland despite being abroad: a sign of "hope".
We at Web Science and Technology IBA (http://websci.iba.edu.pk/) recently organized something on these lines at IBA, Karachi. It was basically a Computer Science Summit co-located with first ever Data Science winter school in Pakistan. You can find some details here:

Yes there are various free info sec /IT conferences in EU , for us living in EU it is easy to cross the borders but i was more concern to have something similar in Pakistan .
--- again , i mean pure technical tracks no IEEE style snow bowling or IT-expo kind of marketing stuff.
