When we were establishing the NUST Technology Incubation Center(TIC) at Islamabad in 2003, the first of its kind in Pakistan, we established the Intellectual Property Rights Office (IPRO). It has provided patenting services to over more than eighty researches both within NUST and even others. Yes, filing for patents is one thing and protecting it is another. As the Founding DG TIC, we at NUST were pushing for providing this facility to our researchers. In 2006 we had the FIA ( Federal Investigation Agency) Ordinance amended to have it implemented. It is incumbent to all of us who are involved in pushing for Innovation in Pakistan to press the DG IPO (Intellectual Property Office) for this purpose. He has to get out of his office and instead of giving press conferences pressurize FIA for implementing the existing laws pertaining to IP Act on our statutes.

There are copy right laws in Pakistan, enforcement is a different story.   I managed TTO for NUST for two years.  Bottleneck to commercialization of technology is even before the point where you need assistance of lawyers and attorneys.  There is very limited capacity of technology valuation, identification of value chains, market need assessment and so on.  We need to create this capacity.  Also,  the best way to circumvent piracy in Pakistan is to provide services that leverage unique products.  Individuals who try to steel your IP have two barriers, re-engineering and quality service delivery.

Are there patent and copyright laws in place? If the laboratory inventions can be protected  in Pakistan with laws, something similar to TTO (Technology Transfer Office) can be established. I had a chance to work with SUNY Binghamton and SUNY Buffalo TTO. They have employed attorneys and office staff. The office staff works with faculty to produce flyers about the invention. These flyers state "Technology available for licensing" on the top. The flyers are sent to several companies identified by the TTO staff working in collaboration with the main inventor/developer. They told me that the easiest way is to sell the invention to a company and that company would become owner of the patent/license. The faculty do not have to go through creating new venture companies.

This is a commendable effort, hats off to the individuals who are giving their time, mind share and funds to support this.

I would humbly request these individuals to please think about the following issue:  Our technical education is to a large extent void of local socio-economic context.  I am guilty of this myself.  I have been in software export business since 1996, taught courses at FAST and NUST, guided BS FYP and implemented my mental model of R&D ecosystem at National ICT R&D Fund, all largely focused at solving 1st world's problems, off course a case was made in most approved proposal for local relevance .  Only in last 6 months of my tenure at the Fund I tried to shift the focus of funding to locally relevant R&D, that too at prodding of Imran Zualkernan and Abdul Qadir  We developed framework for Centers of Innovation.  These proposals were on Fund's website for almost year and a half, were very close to receiving final approval from the board but my time was up.  CEOs who followed after me wanted to implement their own vision, which is natural and justified.  I have to dig out copies of these documents and share on this forum.

At present universities in Pakistan are producing graduates who are facing challenges in finding suitable jobs due to the fact that economy is not 
creating enough jobs to accommodate these graduates. Universities on the other hand have received generous funding for R&D and produced 
laboratory level success in developing indigenous technologies. We need to develop and deliver entrepreneurship coursework that trains students
to convert these technologies into successful business ventures. Thus, instead of looking for jobs these students will be able to offer jobs 
to other graduates. Need of the hour is to develop a course on Entrepreneurship which can facilitate business plan development of projects 
that have achieved success at laboratory level. 

I tried to do this at NUST between 2010-12 but the resistance and cold response I received from NBS, and management of Academics and QA at NUST was astonishing.  This must be a very challenging task, achieved and well meaning people like founders of Cambridge Advisor's Network were unable to implement this approach in successful business plan competitions like Invent and DISCOVER.

Attached outline of a course was developed in cooperation with Asim Chishti based on ideas that came from none other than Admiral Mushraq, Pro-Rector NUST.  It will be great if this group could adopt ideas behind this course.

UET Alumni Association and UET Alumni have initiated two programs that will help UET, Lahore, the students, and Pakistan at Macro and Micro level.
Program No. 1: UET Alumni Chair of EM/MW at EE UET Lahore Pakistan
Objective:
To create a Chair of Microwave/EM Engineering at Electrical Engineering Department of University of Engineering and Technology, Lahore Pakistan through UET Alumni funds.
Background:
Based on feedback from various private enterprises and government agencies back to UET Electrical Engineering Department, it has been determined that UET EE graduates excel in all other disciplines but are not as advanced in their knowledge of Microwave and electromagnetics. Both these fields are critical to the development of space and other associated programs and technologies in Pakistan.
Proposed Solution:
Establishment of a EM/MW Chair at EE Department of UET Lahore, that can teach students in this important area, hence resulting in direct contribution towards those important federal agencies, and towards the technological advancement of Pakistan.
Dr. Naeem Ayyaz, Chairman EE Department at UET, and Dr. Noor Sheikh, Professor Oman Chair at EE UET have both strongly recommended the establishment of this chair and are confident that this will greatly elevate the MW/EM knowledge of UET EE graduates to meet the needs of those important agencies in Pakistan.
This will be a unique experiment in trying to help universities in Pakistan. So far, the emphasis by the Pakistani Diaspora has been to build buildings and structures, and provide equipment. The other approach has been to send individuals for graduate education and training abroad. Both of these solutions have been tried and have not been so successful. As you know from your experience at UET, nothing can replace a dedicated and knowledgeable teacher.
Proposed Funding Mechanism:
Total funds required for this Chair over a period of two years: $40000.
Candidate Selection:
UET Alumni will work with Dr. Naeem Ayyaz, Chairman, and Dr. Noor Sheikh, Professor Oman Chair, EE UET to select a candidate that has both academic and industrial knowledge of EM/MW engineering.

Other News

UET Alumni Association, Washington Chapter arranged a picnic recently in which 60 individuals participated. It was a great fun and a good opportunity for Alumni to meet and connect with each other and reminisce about old times at UET. The participants were treated to Halal barbecue, condiments, fruits, and desserts. Imran Bashir was the resident barbecue expert. Thanks are also due to many others individuals who helped. Special thanks to Amir Khawaja and Imran Akram for their contributions and taking care of all the arrangements.
