The correct instructions are given below for you.
 
1. Firstl of all, you have to take a look into Skilled occupation list published in www.immi.gov.au and pick out the exact profession or closely related to your current job.
 
2. Then go through the occupation description mentioned by them and compare it with your job responsibilities you are taking currently or in past to confirm your name of occupation.
 
3. If you find our your profession from Skilled occupation list(SOL), you have to check who authorizes and assesses your skills and experience. For example, in case of Telecommunications network engineer, your credentials will be evaluated by Engineers australia. But Software engineer related jobs will be assessed by ACS.
 
4. Now, depending on the assessing authority's requirements, you can apply your CDR without IELTS score (ACS) or you must submit IELTS marksheet (if Engineers australia). For example, all engineer jobs such as civil engineer, mechanical engineer, telecom engineer, it is mandatory to score 6 bands in each sections to be eligible for applying skills assessment.
 
5. If you are a telecom engineer for instance, you have to sit for IELTS exam and if pass the exam with 6 bands in all modules, then you have to immediattely fill your CDR application and attach all particulars and send them to engineers australia for receiving your skills assessment report.

Thanks everyone for giving your feedback. Now it has become clear that first I have to write to accessing authority for sending me application forms. Then I have to submit application to them for accessing my skills. Meanwhile I will give IELTS and get 7 band in each section to get 60 points.

One of our colleague applied for Australian Immigration so I have some knowledge about this IELTS and Skill assessment stuff. The thing is first you need to send your documents for skill assessment which requires your copy of degrees and transcripts. For skill assessment you wont need your IELTS test to be submitted. The skill assessment procedure take 2 to 3 months to get your skill evaluated. In the meanwhile when your credentials are being evaluated, you must do the IELTS because it will save your time. Otherwise, if you will do IELTS after receiving your skill assessment certificate then it will only cause delay. Normally, IELTS result takes 2 to 3 weeks to come so you will have time to prepare and take your test in the meanwhile. Once, you will have both certificate i.e. IELTS and skill assessment then you should submit your complete application to the
authorities. The application package typically contains your copies of degrees as well as your experience letters. But, one thing you must ensure first which is to check either you qualify for Australian immigration or not. If you will have enough basic points or you are still lacking behind. In order to check your suitability go to their official website: www.immi.gov.au and check either you qualify or not. In case if you qualify then go for skill assessment and IELTS.

Life is too short for all this.Concentrate and work hard in Pakistan.One never becomes problem free.Only IELTS exam is Rs. 18,000.Life away from parents, relatives and family is very hard and compromise.
