He could apply for IPRS (International postgraduate Scholarship Scheme) but unfortunately the deadlines are end Oct. of each year.
The other possibility is to check with his future supervisor if any assistance is available through his research funds or other tutorial work.
The chances are limited while still overseas.

A friend of mine has an offer of admission for PhD in CFD
program in a top ranked Australian university. However, non availability of sponsorship funding
is the only hindrance in acceptance of offer. Any advise for
funding sources that can be helpful at this stage or any other national/international scholarship fund that is accepting
applications for PhD funding
