Dear Nasrullah Khan Kalair
I would like to suggest that you should now take the following steps to initiate your proposal on sound and practical footings.
 
     1. Please contact these US highly experienced power sector engineers to have their consent to work for a public sector company in Pakistan in the field of
         energy sector for at lease five years. Also request them to send a recent copy of their CV including complete address, E-mail address and mobile # etc.
 
     2. Search also for 40 rich Pakistani's business professionals who will like to float a model private sector company in 1-2 major cities of Pakistan for
         managing  distribution, maintenance of transmission lines ,all allied equipment, its regular repair/maintenance and collection of electric power and
         natural gas bill under a very strict policy like that similar private companies in USA and European countries.
 
     3. These two groups then work with a chartered accounting company to prepare the project feasibility report for submission to Mr. Khawaja Asif, 
          Minister of Power, Water and Energy, Islamabad, Pakistan. This comprehensive feasibility report should be based on: 1. Economic, 2. Technical, 3.
          Operational and 4. Practical aspects of the overall scheme and its role in providing prototype model approach for
                                                            "Solution of the Current Electric Power and Gas Crises in Pakistan"  
         It is now the time that citizens of Pakistan and the government should accept the ground reality that the public sector institutions have bitterly failed 
        and are unable to handle the provision of electricity and gas to all types of users in Pakistan due to deep rooted corruption.
I hope that you, your friends and colleagues will give serious consideration to the above suggestions.

It is not the money that is important for development of energy. It is the human capital, systems, and environment that is conducive for people to work and bring money to Pakistan.

I know of at least 40 engineers with extensive experience in energy sector who have worked in responsible positions in business development, construction, design, operation, startup of energy related projects in USA. These persons are in late 50s and 60s who will be willing to work if some kind of infrastructure is created to get them in a team. These persons are not bureacrats who have never seen or worked in a real plant or designed one and control the energy sector of pakistan.
