I don't think it's unfair. There is always an entering criteria for any level. We should let things get smoother. This I think is not an issue of discussion. Let rules be implemented. If we agree with the point mentioned above, then my claim is that there should be no comprehensive exam because the student had already passed most of those subjects. If an MS graduate is really good then he/she should also be with good cgpa.

Yes, its totally unfair. If a HEC recognised institute issues MS degree, then its right of the student to take admission in PhD.

If a person with fairly good academic record has not been able to secure a CGPA of 3.0 or above then he/she is deprived of getting admission in PhD.

Furthermore, students with equal CGPA from different universities have different calibre. 

With this email, I would like to float a resolution, that the admission in PhD should be the discretion of a university rather than HEC, i.e. every person who has cleared MS should be able to get admission in PhD provided he/she fulfils the criterion of a particular university.
