+1 for that it is the University's discretion to decide whether a student should be admitted for Phd based on his/her previous academic performance or not. HEC is not the institution for the micromanagement of student admissions policy. This is university's discretion. HEC can help to upgrade the culture of the Universities though.

Yes, its totally unfair. If a HEC recognised institute issues MS degree, then its right of the student to take admission in PhD.
