Dear Abu Bakar,
I really feel pity on us since we (Pakistanis) are from those who don't even appreciate good things but always try to find something to destroy the whole process. We don't need any external enemies as we are doing their jobs. Let me give you some facts because we the generation of facebook era, immediately copy/paste or forward anything to others without checking the credibility or truth. I can give you hundreds of examples where people are criticizing or promoting something with the ZERO knowledge about that issue.
1 – First of all Elsevier is a USA based publisher not Indian based. They headquartered in New York, USA (10 minute walk from my office) and like all other international companies, they have different offices in several countries to cover the global business requirements. I hope now you won't say, America is behind this conspiracy to destroy the research process of Pakistan or they want to steal all of the research work.
2 – I guess by this Elsevier is trying to promote the right research practice where we are still searching everything thru Google and then simply using copy/paste to finish our study. Most of us still don't understand, Google is only using your keyword to perform the search and will show all of the results where it finds your keywords without verifying the credibility of the contents and top of the list results will be from their sponsors. I am not an Engineer but I can create a webpage of complex Engineering subjects and when you will search any of your Engineering study query, my webpage will be one of them showing you absolute wrong information for copy/paste. This quiz will be a very good example for our students/researchers and I think this exercise will uplift the research output of Pakistan where people are still reluctant to use any authentic resource but Google search
3 – I had a working experience with a publishing software company, who develops software for all of these publishers which people are using to read/download e-journals and e-books. So I have little knowledge about the pricing modules. Digital Library of HEC is one of the milestone projects of Pakistan where we acquired world's leading publishers by giving peanuts. I guess Elsevier is offering the access to 30 to 35 universities in Pakistan, not sure about the price but I am sure we will be getting a great discount because it's almost impossible for us to afford their original price. During my MBA studies here in New York, I found out that my University is paying US$ 500,000 per year to get the access of Elsevier. (Please note this price was only for one university, I don't think we can afford $1.5 Billion annual fee to acquire Elsevier for 30 universities). It was a wonderful achievement of HEC and mainly the men behind this were Dr. Atta ur Rehman & Kamran Naim.
4 – Finally if we consider your theory then please stop using your computer/phone since Indian based developers developed the operating system (Microsoft/Apple/Android etc) and they are acquiring all of your data. Also delete your email and facebook accounts.

I am not a great fan of conspiracy theorists, but should we try to understand the motivation of this India-based exercise of Elsevier to test the knowledge of scholars and faculty in Pakistani Universities, keeping in mind their increasing output in the form of research papers?

Quiz for Science is designed as an innovative and interactive way for researchers to enhance their scientific knowledge while providing them an opportunity to win exciting prizes.
To participate in the quiz, each applicant has to register at the Quiz for Science website and answer 20 questions in the subject area of their specialization. The majority of the questions contained in the quiz are based on journal articles published by Pakistani researchers over last few years.
