It is strange argument to allow every M.Sc. holder to do Ph.D. The student must be able to do independent research, analysis and critique existing knowledge. He/she must have a minimum standard to perform these activities and also aptitude.
It is the same argument that every H.Sc. holder must be allowed to enter a medical or engineering college.

Yes, its totally unfair. If a HEC recognised institute issues MS degree, then its right of the student to take admission in PhD.
