I have seen guy a guy with 3.9 GPA but have no idea of research. Whatsoever i also have seen students with below 3 GPA are intelligent, talented and performs well in their professional life and even in studies, Secondly our GPA System is not equivalent , you can't be so sure for GPA system equivalency in different Institutions in pakistan. Hence it wont work for willing and deserving students for Phd, Moreover, its a great will of a student below 3 GPA if he/she is willing to go for further higher education at this stage where others just abandoned it.
However, a criteria to get admission in Phd like GAT-Subject is excellent, those who passed the NTS test will be deserving and has the potential irrespective of so called GPA System in Pakistan.

I believe in PhD the Q1 is the largest filter. The students below 3.00 CGPA would be at a greater risk of failing the qualifying exam part-1.

I totally disagree with brother Adnan. We should focus here on quality rather than quantity. Most of the reputed universities in Pakistan have the criteria of atleast CGPA 3.0 for MS degree and I think it is a good step if HEC has done it.
