Well its kinda true what Mahmood Nagrial has just said. For example, what about the MS degree awarding universities where research is not mandated. In such universities, students are allowed to take 3-4 more courses (as part of course work) rather than having Research based Thesis and publications. Such students should not be allowed to do PhD as they haven't had any prior experience of research which is the most crucial aspect of PhD.
If it is permitted then even inferior quality universities will start giving PhD degrees to everyone (without much work) and that would just put a BAD name to Pakistan's education if incompetent people are allowed to hold PhD degrees. No offense, but at least there should be some filtering mechanism (whether its CGPA, research publications to must have before entering PhD, etc.)
We don't want the world to think that Pakistan's PhD degree holders have truly not earned it. Some such cases will demolish reputation of all of our worthy and hard working PhD degree holders from PIEAS, NUST, GIKI, FAST, QAU, etc.

Yes, its totally unfair. If a HEC recognised institute issues MS degree, then its right of the student to take admission in PhD.
