Ministry of Information Technology requires services of a dynamic professional for the post of Director Telecommunication on contract basis initially for a period of two years, in MP-II scale of pay with the following qualification and experience.
QUALIFICATION: Masters Degree in Electrical/ Electronics /Telecommunications from HEC recognized local or foreign university with a bachelor degree in Electrical/electronic/Telecommunication Engineering from a PEC recognized university/institute. MBA degree, in addition to Masters Degree, will be an advantage.
Incumbent to possess sound knowledge of the state of the art telecommunication technologies and operational business dynamics of telecom, especially Next Generation Networks, IP Telephony, OFC system, Convergence and its related issues.
Proven ability to communicate to the most senior levels of an organization in concise and accessible way.
EXPERIENCE: 12 years of serving professional experience with at least 6 years post qualification work experience at senior level management position in telecommunication related organization. The applicant should have an integrated vision of telecommunication policy, regulation and other areas that impact the Sector. Experience in Policy formulation will be a key advantage.
JOB DESCRIPTION: The potential candidate is expect to:-
Ø Formulate telecommunication policy framework and provide expert technical advice on policy issues relating to telecom sector in general and fixed line in particular.
Ø Generating reasoned, analytical assessments regarding policy roadmap for emerging telecom solutions and technologies and related issues for the fixed line sector.
Ø Creating concise technology and policy briefings for the Government and responding to adhoc requests for information on specific technology and policy issues, thereby enabling effective decision-making.
Ø Effective liaison with telecom industry for sector development, insuring that MoIT is kept at the forefront of technological understanding.
Ø Providing techno-economic modeling and other technology consulting in support of major government initiative to increase both rural and urban connectivity and quality of services at an affordable competitive price.
Ø Monitoring and interpreting market developments and their implications for the sector.
Ø Providing research and analysis in support of MoIT policy initiatives and support for consultations, speeches and position papers.
Ø Interface with telecom stakeholders' organizations in public and private sector
Ø Oversee the deregulation process implementation,
Ø Formulate, coordinate and evaluate project proposals for the telecom sector,
Ø Over-see the public sector telecom organizations' performance, project development and monitoring.
Ø Over-see the International Coordination Unit (ICU) of the Ministry.
Suitable candidates should have a demonstrable record of increasing progressive responsibility and leadership with ability to work independently having excellent writing, financial and analytical skills.
PAY PACKAGE & FACILITIES: MP-II, Rs. 81,500 – 12,225 – 130,400 with house rent allowance (Rs. 48,900 – 81,500), Utilities allowance (Rs. 4,075 – 6,520), 1300CC Chauffeur driven car, Medical and other allied facilities as admissible under the Government Rules. No other benefit of any kind would be admissible or will be considered over and above the salary and package under reference.
In case of selection, the candidates working in Government Departments, autonomous/Semi-autonomous bodies will have to resign from their posts before joining their new assignment.
