   Have a look at the following link for Bluetooth programming using j2me.

From what I understand you will have to make a small embedded device to connect with your weighing machine, sense the data and send it over Bluetooth to a mobile device.  You can do this by using a Microcontroller like an AVR with a Bluetooth interfacing module (module available for around Rs 1800 or less).

For your cellular phone you can use the link shared above or i would recommend using an Android phone to do this. You will have to use the Android SDK for this. Have a look at this small project that interfaces an android phone with a Microcontroller.
