Does anyone know/estimated how much bandwidth can we actually save / free up once this system goes live (if it goes live) ?

Personally, I am not worried about use of such system. I am pretty sure all the geeks in our society will find a way to bypass it however on the flip side the amount of dirt not reaching young generation will be much more beneficial...

The question is why all this spying in a so called "open society"? The answer, in my humble opinion is, thought control. The dominant system in the world today is Capitalism. After the collapse of Communism and USSR the capitalistic west and its supporters declared victory. They claimed that it is the best system in the world and there is no alternate. The most famous being Francis Fukuyama who wrote The End of History and the Last Man (1992), in which he claimed "What we may be witnessing is not just the end of the Cold War, or the passing of a particular period of post-war history, but the end of history as such: that is, the end point of mankind's ideological evolution and the universalization of Western liberal democracy as the final form of human government." and "victory of economic and political liberalism." A global elite of super rich has evolved out of this theory. This elite has no particular religion, no particular color of skin, no particular nationality. Their sole religion is wealth; the more you have it the more pious and blessed you are.
The problem is that this elite has overplayed its hand and exposed the deviousness of capitalism.  The hollowness of "economic and political liberalism" is becoming more and more apparent with every passing day. Forget about us, look at what is happening in Greece or more importantly what is happening in America, home of "capitalism's aba ji" (capitalism's father). The Occupy Wall Street movement is exposing the bankruptcy of "economic and political liberalism" and it is not something that the ruling elite likes to see. The main stream media, which is the mouthpiece of the ruling elite, first tried to blackout OWS movement. When that failed it painted it as a bunch of loonies and when that also failed it resorted to techniques which are more of Pakistani style ( like raiding OWS camp in middle of a bitterly cold night and throwing their belongings into dump trucks).  Even that did not achieve the desired result; instead more people joined the movement. Internet has played and continues to play a key role in all of this. And it is for this reason that the elite needs a very detailed surveillance mechanism. The system will allow them total thought control.
Before people call me some sort of hidden communist agent, please have a look at
