Assalamo Alaikum,

Which university?

As per my knowledge, top US schools in US, most of the time, support their PhD students, one way or the other. Once your friend joins the university, he can start exploring RA, TA and other on-campus opportunities like that! 

Almost not no one on Engineering/Computing pays for PhD from his pocket. At least that had been the norm in US for long.

I am not very aware of the current situation. May it changed due the the economic situation in there?

Some body in US academia, can comment?
