Dear Naveed,
Lack of funding is quite a big hindrance. He can apply for 10% scholarship of HEC for the year 2013. Its deadline is usually in mid of June. And, result is announced in August. But, unfortunately there is only one scholarship for all the students of all the areas of Engineering and Computer Sciences. Getting this scholarship is probably more difficult then getting admission (without funding) anywhere in the world.
Fulbright program also provides scholarships for US universities. However, getting scholarhsip from Fulbright now a days for Engineering and computer sciences is quite improbable for the PhD program. He must try nevertheless.
I don't think that there is any other scholarship for US. I would suggest him to look for other options as well.

A friend of mine has a tentative offer of admission in a PhD CS
program of a very top ranked US university. However, lack of funding
is the only hindrance in his admission. Can anybody point to some
funding sources that can be helpful at this stage like HEC 10% program
or any other national/international scholarship fund that is accepting
applications for PhD funding.
