I have been working on the idea of Innopedia since 2008. This effort came close to a realization at NUST when Rector NUST gave us a grant of Rs 3 million in 2010. A system was created but we could not populate the system with enough data to make the system achieve its goals. I am at Air University now and quite involved in R&D using computational Mathematics and algorithms. I am looking for partner (or owner) of attached proposal. The proposal is almost complete, it needs a much improved literature search. The proposal is somewhat dated as well. A lot has happened since we started the project in 2010. There are web services that try to connect researchers and answer questions on R&D. Perhaps the biggest new development is emergence of VIVO from Cornell and acceptance of Dspace by HP (this statement about Dspace needs verification, we are all overloaded by "noise" on internet). Proposal needs to incorporate VIVO, actually it may be best to leverage VIVO and build concepts given in the proposal around VIVO.
I will be happy to be a part of the proposal if I have value add. Unfortunately I am not a programmer of web technologies or solr type search engines. Interested people can just take the proposal and run with it. Please keep me in the loop if you choose to take it forward.
